A review and training program for the district level census officers for the 2027 census was held under the chairmanship of Additional District Collector Mr. Dukhbandhu Naik at the district council conference room in Baripada today. The program was attended by Baripada Upazila District Collector Dr. Melisindhu Parida, Kaptipada Upazila Collector Mr. Sushant Kumar Barik, Bhubaneswar Census Directorate Assistant Director Prafulla Kumar Das, Statistical Researcher Mr. Mohan Chandra Purudhul and Tanmay Gupta. On this occasion, Assistant Director Mr. Das said that according to the constitutional provisions, census is conducted every 10 years in the country. It was last held in 2011. Census could not be held in 2021 due to pandemic covid which is going to be held in 2027. Census will be mainly in 2 phases. Before the first phase of the census, the first step will be the house census a year ago, which will take place within 30 days from April 16 to May 15 this year. A citizen can do self-enumeration by logging into the census portal and uploading his data. As a conscious citizen, he is advised to provide all his information correctly and transparently. This self-enumeration facility will be available on the portal from April 1st to April 15th this year. After this, the data will be brought door-to-door through the mobile app by the deployed officials. Similarly, in the second phase, census will be held from 9th to 28th February 2027 and revision round will be held from 1st March to 5th March. But for now the main task in the context of housing census is the preparation of housing list blocks. For this work, a circle will be prepared by taking 07 to 800 population or villages with 150 to 180 houses as a house list block and each 6 house list blocks. There will be 6 enumerators under one supervisor. If there are any obstacles in the work of house census, the charge officer will solve it with the help of RI, Amin, councilors in the local area. Unreachable and remote areas will also be taken into account while preparing the housing list block. For its supervision, there is a system of employing national trainers, master trainers, field trainers, accountants and supervisors at the base of the pyramid. In the coming days, after the state level training of the master trainers, the relevant officers employed at the district level will be trained in a phased manner. Senior officers of the district will be employed as master trainers, tehsil and urban level officers as field trainers and primary school teachers as enumerators and high school teachers as supervisors. In principle, the most important aspect of this census work is that all its processes will be completed within the scheduled time line and time period. This time, as digital computing is being done for the first time in the country, special importance has been given to technology. This enumeration is not only the enumeration of individuals but also the complete details of the financial and social status of each family. Everyone was advised to be aware to provide their correct information. Therefore, all the officers expressed their hope to perform their duties properly and wanted everyone’s cooperation for this. In today’s program, group development officers of different blocks of the district, tehsildar, additional tehsildar, additional upazilapal, executive officers of municipal and notified area councils and census assistants, district information and public relations officers were prominently present and participated in the discussion.
