Malkangiri 23/6/26 Field employees who are the backbone of revenue administration in the state are now going through intense discontent. Odisha State Revenue Sector Officers Association has formulated a strategy for agitation against inhumane workload, lack of infrastructure and non-fulfillment of long-pending demands. Union Mission Swaviman has worn black badges from June 22 and has warned to leave all official WhatsApp groups and stop online activities from June 25. After that, if the demands are not met, the Hon’ble Chief Minister has been informed through a memorandum that there will be group leave and resignation from July 1. With 50% of the staff employed, the government has already saved Rs 715 crore and out of 9,910 sanctioned posts in the state, 4,566 posts (about 46%) are vacant. The government is achieving 200% of the work with only 50% of the employees. Due to non-employment, non-availability of Group-D employees, non-payment of mobile and travel allowances, about Rs 715.73 crores have been lost from the government’s exchequer, which is less than the salary of field employees. RIs and Amins are spending from their own pockets Since there are no Group-D employees, the revenue inspectors and Amins themselves are paying from their own pockets, from cleaning the office to distributing notices and even paying the electricity bills. In addition, travel allowance of Rs. 11.31 crores and mobile allowance of last 3 years are left from December 2024. Without internet access, laptop or printer, employees are doing important online work like mutation, certification and e-payment at their own expense. Despite government orders, RIs and field staff are kept busy with non-revenue work like Subhadra Yojana, grain collection, verification of birth-death certificates and OPID. This forces them to work more than 12 hours a day, which destroys their family life and violates Article 21 (Right to Livelihood) of the Constitution. The union has sought the personal intervention of the Chief Minister and presented the following demands. Immediate administrative solution (within 30 days): Removal of mandatory targets from the C2C (Clause-II Amendment) program and appointment of additional staff (Revenue Companion). Complete ban on non-revenue activities. Provision of laptops, printers, internet and contingency fund of Rs.25,000 per annum to all RI offices. Payment of outstanding traveling allowance and mobile allowance of Rs. The main demand is complete reorganization of the cadre within 3 months and immediate holding of DPC meetings. Formation of a Gram Panchayat on the basis of population – an RI circle. Empowerment of the post of Revenue Supervisor by renaming it as Deputy Tahsildar. Immediate filling of all vacancies including Group-D. The union clarified that if the government does not consider them a machine and treat the claims with respect like a human being then there will be complete shutdown of revenue services in the entire state in the coming days for which the administration and administration will be held responsible.
